Sembcorp Secures Romanian Petrochem Deal

Petrom is the largest company in Romania and the largest integrated oil and gas producer in southeast Europe. It is involved in exploration, production, refining and distribution, gas, power and chemicals, and operates in several neighbouring countries, including Moldova, Bulgaria, Serbia and Montenegro.
Sembcorp's initial task was to carry out an expert assessment of Petrom's current state or readiness and determine if its needs were being met and, if not, whether these would be best met by enhancing the in-house emergency response capability or outsourcing emergency response to a specialist service provider. The Protection Group team, headed by Assistant Vice President, Paul Frankland, reviewed the current facilities and operational procedures and produced a "gap analysis" for Petrom's management that highlighted the services required to meet the company's performance expectations.
Based on this "gap analysis" and in light of Sembcorp's advice, Petrom took the decision to outsource its emergency response requirement. Drawing upon its specialist expertise, the Protection Group team created a specification for the new service provision, and developed a detailed core service definition document that defined agreed critical service levels and KPIs [Key Performance Indicators]. A site-specific equipment investment programme was formulated, along with the vital transition plan.
"One of our main objectives was to ensure that the new service provider consistently delivers an efficient and cost-effective service to Petrom," comments Paul Frankland. "We worked closely with Petrom's management to select the new service provider and negotiate the fine detail of the contract. As part of this, we carried out a number of detailed audits of potential service provider's facilities throughout Europe, using Sembcorp's operation at Wilton International on Teesside as the industry benchmark." He concludes: "Petrom has acknowledged that our involvement has also resulted in significant cost reductions for the company."
Sembcorp's appointment followed a presentation it gave to the European Process Safety Council at a conference in Leipzig in 2006.
